Hamilton Unveils New Framework for Urban Growth Management

The way we grow matters. Recent provincial legislation has changed the rules around urban boundaries, requiring Hamilton to accept applications for expansion. We're committed to managing this growth responsibly and protecting what makes our city special.


This new framework, presented to the Agricultural and Rural Affairs Committee on November 21, establishes clear guidelines for evaluating expansion proposals while protecting community interests. It requires developers to submit detailed assessments covering housing needs, environmental impact, infrastructure requirements, and agricultural preservation.

 

"The framework creates a clear, transparent process in how the City receives and processes these applications," explains Scott Turnbull from Hamilton's Planning and Economic Development Department. "While recent provincial changes have removed certain protective barriers, this framework ensures thorough evaluation of any expansion proposals."


That's why The City of Hamilton has developed a new Urban Boundary Expansion (UBE) Framework and they need your input!


This framework outlines a rigorous process for evaluating any proposed expansions, ensuring they meet high standards for:


  • Environmental protection:  Protecting our natural heritage, water resources, and addressing climate change.

  • Agricultural preservation:  Safeguarding valuable farmland.

  • Community development: Creating complete communities with necessary infrastructure and services.


What does the framework include?

  • Clear submission requirements:  Detailed technical studies and plans developers must provide.

  • Key considerations:  Criteria for evaluating applications, including growth allocation, environmental impact, transportation, and community benefits.

  • Transparent process:  A defined timeline with opportunities for public input and consultation at every stage.

 

Residents can participate in upcoming open houses:

 

  • November 26: Hamilton Convention Centre (12-9pm)

  • November 28: Ancaster High School (6-9pm)

  • December 3: Gatestone Elementary School (6-9pm)

  • December 5: Virtual Session (7-8:30pm)

The City expects to finalize and implement the framework in early 2025, following public consultation and Council approval.
