Introduction: The City is expanding temporary emergency shelters to address the urgent needs of the unhoused population in Hamilton.


  • Timeline: Most of the 192 temporary beds are expected to be operational by early December, with final site plans and cabin deliveries completed by December 20th.

  • Temporary Outdoor Shelter: Located at Barton/Tiffany, this shelter will provide 80 beds, prioritizing couples, individuals with pets, and those with complex needs.

  • Referral Pathways: New pathways are being developed to prioritize individuals living in encampments for these temporary beds.

  • Barton/Tiffany Mitigation: The City is implementing environmental mitigation measures, including engineered capping systems and drainage solutions.

  • Health and Safety: Protocols will be enforced during site preparation and construction to ensure the safety of all residents.

  • Support Services: Residents will have access to 24/7 onsite supervision, mental and physical health services, addiction support, and housing-focused case management.

  • Community Partnerships: Collaborations with local partners will provide culturally relevant and inclusive care, supporting pathways to permanent housing.

  • Monitoring and Outcomes: Data tracking and evaluations will measure success in occupancy, housing transitions, and resident satisfaction.

  • Next Steps: Ongoing work includes establishing comprehensive communication plans and updating FAQs to keep stakeholders informed.
